Bal Basera
About the Bal Basera Initiative
Bal Basera (creche) has been run by the association since 1984, dedicated to the children of laborers engaged by contractors at various construction sites.
These creches provide essential services including informal education, nutrition, medical care, and a safe environment for children aged 1-7 years. We actively encourage and help these children, especially young girls, to pursue formal education by assisting with their school admissions.
Currently, Five creches are being run in and around Delhi, each serving 25 children and above.
Recent Activities and Glimpses
Uniforms and Notebooks Donation
With the efforts of our senior member and a Rotarian, Mrs. Vandana Garg, uniforms and notebooks were generously donated to the Bal Basera children by the Rotary Club, Vasant Valley, New Delhi.
Picnic at Buddha Jayanti Park
CPWD-OWA (Delhi) organized a memorable picnic for the Bal Basera children at Buddha Jayanti Park. Games were arranged, and winners received prizes. All children were given return gifts, and the award for the best creche went to the one at Kali Badi. The children thoroughly enjoyed the outing, which was attended by members of the executive body and senior members. Refreshments and lunch were served to all.
Republic Day Celebration
Republic Day was celebrated with much enthusiasm at Hriday Kunj Play School and Bal Baseras. The National Flag was hoisted, and the children sang the national anthem and patriotic songs. Refreshments were distributed to the children.
Independence Day Celebration and New Creche Inauguration
To inculcate the feeling of nationalism in children, on Independence Day, the National Flag was hoisted by the President OWA at all the Creches and Hriday Kunj. Children sang patriotic songs and gave dance performances. They were given sweets and refreshments. A new Creche was also inaugurated at the CGO Complex construction site.

CPWD-OWA (Delhi) organized a picnic for the Bal Basera children at Buddha Jayanti Park. Games were arranged for the children and winners were given prizes. All the children were given return gifts. The award for best creche went to the one at Netaji Nagar. The event was attended by members of the executive body and senior members. Refreshments and lunch were served to all.

An Art & Craft competition was organized for the Bal basera children to bring out their hidden talent and inculcate competitive spirit in them. They participated with full enthusiasm and prizes were given to the winners.
The Bal Sevikas were also given gifts to appreciate their hard work. The Executive members and Senior members appreciated the art work done by the children and encouraged them.

The President, Smt, Udita Vats took an initiative to bring to light the hidden talents in Bal baseras. The art works done by the Bal basera children were collected and reviewed. The best ones were selected and compiled into an e-book. Such steps are definitely a source of encouragement to these underprivileged children.

Festival of MAKAR SANKRANTI was celebrated at the Bal baseras. The children danced and made merry. Packets of Peanuts and Rewri were distributed among the children.

OWA President, Mrs. Deepa Singh inaugurated a new Bal Basera at IIT ROORKEE construction site. The President was accompanied by other office bearers of OWA Delhi. There are 30 children in this creche. Each one of them was gifted a set of woollen clothes and a set of books, pencils & colours by the President. The President also gave a brief awareness talk on Health, Hygiene and Nutrition. A tree plantation drive was organized at the CPWD Division Office, Roorkee.
The inauguration event was successfully organized by OWA Vice President (Dehradun), Mrs. Rekha Singh with support of Sh. Surinder Singh (Chief Engineer, Dehradun) and other officers of the zone. The event was extensively covered by print and visual media.

Members of OWA Delhi took an initiative to observe "FIT INDIA WEEK" at all the Bal-Baseras, School and the Vocational Training Centre. The motive is to encourage everyone to remain healthy and fit by including physical activities and sports in their daily lives. All the children participated enthusiastically in sports activities and yoga.

To mark the 'Swacchata Pakhwara" and initiate a campaign on 'no to single use plastic', a painting competition was organized by CPWD at Lodhi Colony. Children from our Bal Baseras also participated in this competition and won prizes.

OWA President, Mrs. Deepa Singh inaugurated a new Bal Basera at AIIMS construction site, RISHIKESH. The President was accompanied by other office bearers of OWA Delhi. There are 45 children in this creche.

Members of OWA Chandigarh celebrated Independence Day by hoisting the flag with the Bal Basera children here. Children were also apprised of the great importance of this day. Sweets and gifts were distributed.

A picnic was organised in a nearby park for the Bal basera children. Games were organised for them and Prizes were distributed after various activities and talent hunt. They were also given refreshments.

SIXTH creche at Mohammadpur construction site, New Delhi was inaugurated by the President CPWD-OWA. Members of the Executive body were also present. Snacks boxes and hygiene kits (toothbrush, toothpaste, hair oil, comb etc.) were given to the children.

All the children, Bal Sevikas and the ayahs were given return gifts. The award for best creche went to the one at Railway Construction site, Tilak Bridge.

Today the Bal Basera children attended a workshop organized by the St+art Media Group. The children accompanied by Executive members went for a curated tour of the artwork in Lodhi Colony where they were introduced to Indian & Foreign artists involved in this artwork. The children also did some artwork on a wall using stencils & spray paints. It was a totally new experience for the children and a new arena was opened to them.

On the occasion of Makar Sankranti, OWA, Delhi distributed woollen clothes and sweets to the children at all the Bal-Baseras. The happiness on the children's faces was heartwarming.

On the eve of Gandhi Jayanti the Executive Members of CPWD Officers' Wives Association visited the Bal Basera Creches at different sites. The children presented skits & short speeches on Mahatma Gandhi & "Swacchata Hi Sewa". Refreshments were distributed to all the children.

To mark this Occasion, CPWD organized 'Shram Daan' by Officers & Staff & a Painting Competition for School Children on 25th September at Sunder Nursery. 10 Children from our Bal Basera Creches participated in the Painting Competition. It was a very motivating initiative by the CPWD.

OWA, under its welfare wing, has also donated articles of daily chores and activities of the children for the “Muskan Foundation’’ Gaziabad Centre.
